Actually, if you read a recent article in The Economist about the recent "layoffs" in the US economy, what is apparent are 2 things:
1. most "layoffs" are either pared back headcount requirements or unfilled job openings
2. they are primarily being performed via attrition

This is typical, and I'm sure that CPQ is doing the same. As a result (much like government "spending reductions"), they maintain current levels, but reduce future requirements.
