This is the second leg of the producers enveloping horn to enhance the value of gold. The first leg, increase demand by selling gold over the internet, leg two, bring on Rodney, and leg three, as the marginal mines close, replace the loss of production by introducing new mines in Russia, South America, etc. This is a comprehensive and well thought out plan fully endorsed by the bankers.
