Yes.

25-30% difference in RC delay seems to be close to what you would expect from going to 0.13 micron from 0.18 micron in the first place.

There's always more to a shrink than RC delay ;-)

Intel have one heck of an aggressive aspect ration on their "wires" with their .13mu Cu process - and the gate length is very good compared to their current process (and slightly better than AMD's .13mu).
