The fact that the United States refuses to back Taiwan's bid for independent recognition, while warning China against resolving the issue through force, very likely is acceptable to the Communist regime. There is no way that Taiwan can act unilaterally on sovereignty without American support, so that issue is set aside, and prudence provides an excuse for not settling matters once and for all, since Taiwan has grown restive after the recovery of Hong Kong.
