....."California ``is being plundered by an energy cartel,'' said Lt. Gov. Cruz Bustamante, who is promoting a bill that would level criminal penalties for exploiting energy markets. ``If what they are doing isn't illegal, it ought to be.''

Bustamante was one of a crowd of state leaders who went before microphones Thursday to demonize a power industry that for months has been forced to fend off accusations of getting rich off California's power woes."....

Don Quixote is alive and well in Sacramento! It's now a good idea to threaten the people who will be building our new power plants with jail. The people who run our California government are clearly finding it very important to move the blame away from themselves. They are even willing to make threats that will obviously discourage power sales into the California market this summer.
