Gao,

A few years back, republicans became very concerned about sexual harrassment, when they realized they could use it against Clinton.

Now they have suddenly become concerned about violence against pregnant women, since they realized that they can use it to ban abortion.

It is thinly veiled, dirty politics. Republicans hate Federal intervention, unless it benefits their cause.
