I suspect the supporters of what you consider a stealth anti-abortion bill may be motivated by higher principles

The highest principle in the US is representative Democracy. When the Congress starts lying about their intentions to the public, it is a slippery slope.

The Governments of Afghanistan and Iran are motivated by moral principles, and certainly do not allow abortion. They also are the most repressive in the world.
