DFT logic is essential for debug and testing of the CPU. Every designer would love to take it out for the reasons Elmer suggested, but it is generally a mistake to do so.

There must be some reason why it's there, however unjustifiable

It's there to provide an easy means of achieving "fault coverage". It's justified at this point in the product's life but may be removed when other means of achieving the same fault coverage arrives.
