That was certainly not a product of "bigotry of low expectations." That was based on simple and direct experience. I live in a pretty affluent area with a rather large ethnic middle class. But there are still pockets of near desparate poverty within it and there is virtually no change in their size in the last 25 years. Clearly there is a black middle class, but I'd have to see numbers to agree that it is growing much. The rural black population certainly isn't seeing much of a change in its standard of living.
