There is, I'm sure, an exception to every rule.

And not to get too far afield here, but I suppose that part of mental deficiency I see in cops is an institutional myopia that probably creeps up them. Kind of like fraternity boys, who do incredibly stupid things while with their group, but perhaps become a little more intelligent and sensitive once removed from that situation.
