this hasn't been happening a lot has it? i recommend closing ie, which probably means ctrl+alt+del and highlight iexplore.exe and hit end task.

and/or reboot the machine.

i know what you are referring to, and i think ie is just 'stuck'. if it's more than that, and what i've suggested doesn't unstick ya, let us know.

Some of those blasted advertising popups behave like that. If that's the problem, single right click on it in the task bar, which will give a chance to close the window.

Otherwise IE is messed up and you'll need to follow mr. mark's IE restart suggestion.
