It's like cars. The cheapest PC is the one you own. Current machines (many of which were recently upgraded as part of the Y2K push) are for the most part capable of doing video. What beyond that is necessary? Furthermore, I believe the performance of many desktops can be boosted by switching to a more efficient OS like Linux at less cost than hardware replacement, so that's an alternative.
