I don't see gov't as separate from the governed; nevertheless, they can and do act against the wishes of the governed and get away with. Witness the Vietnam War in this country. The problem is that to oppose a government's policies can be highly dangerous.

Also, the wishes of a majority of the governed may be incompatible with the rights of some section of the national population. Nazi Germany is a good example of that.

So back to this:
Societies have the right to live the way they want to.
Does that include the holocaust? Stalin's murder of 20 millon kulaks? Mao's genocides?
