The whole point of the news blurb from Reuters goes down the tubes if you write it that way.

From the blurb: Numerical's technology and software are used to produce microchips with components smaller than the wavelength of light.

The whole point is that it's difficult to get much below the wavelength of the light source you are using. And since Intel is unable to get the 193nm equipment it needs (in the quantities it needs), this deal with Numerical was signed.
