Still no solution to the explorer defaults, but I did run across a shell program called Frigate at:

winfrigate.com

I haven't looked at replacement shell programs in years. Probably not since Norton Commander in DOS days, which I never really committed to. This one looks good enough that I paid my $40 for it after finding it this morning. It does have a free 30 day trial where it is fully functional, though. I'll let you know if I find any showstopper problems under either Win2K or Win98.
