X and I later were in agreement that democracies can only act against the wishes of the governed for fairly brief periods; dictatorships (as X indicated) can do so for much longer, possibly until they are overthrown.

Actually, on a limited number of points even a good democratic government can do so for long periods. This comes about because people don't get to select each point individually. They must select a whole group represented by a party or a candidate, some of which they like and some of which they don't.
