Dave, In Intel we see the UK government and in fact all goverments, as well as xerox and other large companies get huge beurocracies and as they gain tenure and inertia they lose the ability to make a decision within a reasonable time. Eventually the consume so much resources that the compay risks death. The days of AMD with jerry the dictator were good for AMD. Intel also need a despot to thin the ranks.
That is why companies in their position often get specialists in staf reduction to come in the fire every third person without the baggage of prior alliances and the protected turfs that involves, Read about GE and Welch
