Yes Scum, the economy did well despite Clinton because a GOP Congress defeated most of his plans. No contradiction there.

An idealist would say: Imagine how much better the economy would have done though w/o Clinton's malignant influence.

1. The economy sucked under Clinton.

2. The economy was great under Clinton, because of the Republican Congress.

You're close to what the GOP believes. Just replace "economy" with "Monica" and you will be exactly right.
