That seems plausible:

ST Grenoble, nestling in the French Alps, is multi-disciplinary in nature. Advanced research, wafer production, product development and market research (notably in telecommunications and digital consumer appliances) are the missions of its 1,800 people, committed to innovation, quality and reliability.

On the other hand, Agrate has 4450 employees, and is characterized as being among the world's most advanced semi- conductor plant, with R&D facilities.

Ain Sebaa, in Morocco, has 2900 people, mainly in R&D and design.

The Carollton, Texas site has 1550 employees, many engineers, not much less than Grenoble.

This is just to give a few examples of the global reach of the business, although it is true that it has more sites in France and Italy than any other country.
