The political/bureaucratic morass that is China is shown again clearly.

Nothing is "normal" in China in business terms.

The "game" is not open, clear and predictable.

China is in good company. You ought to try dealing with the USA. Heck, even within the USA they haven't heard of supply and demand and pricing. In California they have a bureaucratically-arranged electricity "shortage" when there is in fact NO shortage of electricity. There is a shortage of price. Charge enough and the shortage will go away just like magic. If the electricity companies had been allowed to charge what the market would bear, their profits would be great and people could use all they like.

Sure, China is black, but so is the pot. [Actually, that's probably an expression that's not allowed in the USA now..."pot calling the kettle black"]
