elmatador- In fairness, what the article is saying is that Europe's version of the USA 1996 Telecom Act is a miserable failure too. Government regulation, under the guise of de-regulation, did not work. It's time to leave the incumbent carriers alone and quit trying to force them to open up their infrastructure to others. INSTEAD promote NEW networks that CAN compete with them. It's insanity and when the bathroom wars broke out here. I should have realized the fruitlessness of the FCC swimming upstream instead of just laughing about it.

For those that don't know: When the 1996 Telecom Act dictated that the 100 year old twisted copper pair network be forced open to competition from upstart companies, literally lawyers went to court wasting millions on, "How to allow upstart competitors to use the bathroom in an incumbent's central office." Then they did battle on "How to park in an incumbent's central office." Plus, "How to unload equipment in an incumbent's yard." I know that recently there had been sarcasm on the FCTF thread about, "How to sweep an incumbents central office," but it would not surprise me in the least if that was in the legal FCC paperwork too! What a disaster (except for the legal profession which is probably why congress kept it going for so long). -MikeM(From Florida)
