But for the Federal Government to overtly engage in InfoWar attacks, it would have to be tantamount to a initiation of hostilities (with the consequences that implies) Now, of course the covert ops folks could organize a retaliatory effort, but it would have to be "deniable"... And I can't see anything like that being believed. Furthermore, unleashing a whole community of hackers through even unofficial sanction of their activities, creates a TERRIBLE potential for litigation.
