Why 42 v? Well some voltage had to be agreed on by the autos, and 42 was about as high as you can go without getting into safety problems. Our cars are exposed to the elements, and there are times when people are wet and working on their cars. 42 volts allows the wiring and electric motors to be smaller.

Current batteries are 12 - 14v. So 42 was chosen as 3 times existing voltages plus as Delbert says it is ok for safety.
