JC, Re: I can't really comment about typical consumption, because I do not know if AMD and Intel use the same types of system loads to do their testing for typical dissipation.

I don't think there's an industry wide standard for TDP, so you can only really compare CPU power dissipation when you consider their maximum power consumption. Intel only says that their TDP is "unlikely" to be surpassed by standard applications (for the exact wording check the link I provided; it's under '5. Thermal Design Power'). Of course, even if it is surpassed, clock throttling strikes.
