imo you should be up around 80% on reboot, plus you shouldn't drop so dramatically.

there are probably things you can turn off (as in remove from start up) that will put you closer to this level.

in the run box type msconfig, then in the system configuration utility dialog, select the start up tab. make a note of what items are checked (these are the apps that run all the time each time you power up and suck up your resources), then either post them here for us to advise you on, or just start removing items. keep in mind that you can always go back and add things back in. a good plan would be to ask if you are unclear on what an item is or does.

it's fun to watch your system resources build back up after paring down the background apps.
