Some of the power is not dissipated on the chip but externally wherever is something is hanging off the front side bus. Since the P4 has a higher effective FSB speed (400 MHz vs. 266), more of the DC input power gets dissipated in the chipset.

But I don't think this accounts for more than a couple watts.

First, it is not an "average power consumption",
they call it "typical".

Second, there is no clear definition of what is the
"typical" application the power was measured on.
There are apparently a great discrepancy in opinions
on what the "tyipcal" power is. I recall some big
boxmaker was using "Forsaken" as a "typical" app
to test PCs for thermal/power stability. Intel may
have a different opinion but would not tell you.

Third, there are some architectural differences
between the two processors.
