Could be increased demand, rather than low yields. Tier 1 customers (large OEMs) seem to be getting what they need. This looks like a demand-induced product allocation scenario to me. (From the same article):

We have been very pleased at the response to the introduction of the 1.7GHz, having shipped our millionth Pentium 4 Processor in Q1 this year." ...

The boxed parts involved are BX80528JK150GR2 - the 1.5GHz with 128MB of RAM, the BX80528JK170G - a 1.7GHz part "at least three weeks away" and the BX80528JK170GR, the 1.7GHz with two 64MB RIMMs, which has an ETA of the 25th of May. The BX80528JK170GR2, which comes with two 128MB RIMMs has the same due date, distributors are telling dealers. Even the parts that are in stock are in limited quantity, the dealer said, bearing out this picture at Akiba Pricewatch from a few days back, which says prosessors (sic) sold out, referring to the 1.4 and 1.5GHz Pentium 4s.

We understand OEMs, such as Dell and Compaq, have sufficient stock of the parts. We're talking about boxed stuff here, folks. µ
