No, there are variations in talent, but they rarely are so egregious that someone otherwise normal is simply unteachable. Anyway, the tests are not for individual evaluation, but for evaluation of teaching efficacy. Given the lenient requirements, the likelihood of a school being shut down is remote, and the suspicion about "religious indoctrination centers" is gratuitous.

Nothing in Junior-George's proposals or that of his clown patrol indicate any attempt at using tests diagnosticly, the only purpose is to close down public schools to channel people and their money into religous indoctrination centers.
