I did research on this months ago. Most bonds are non- callable. Even if we could retire them early, we would have to do so at the value at maturity, which means we would pay extra, both because we would factor out inflation, and because some people cash out before maturity. Some bonds are, however, callable, under certain circumstances, and, again, paying a premium for an early call. I can't remember the percentage that were callable, less than a quarter, I think........

The Bush budget pays down as much of the debt as can be paid down without incurring penalties.
