Third, I still see the technology benefit as turning out to be a boon. So I never see the money as being wasted. Employment of good citizens who contribute during and after it's over and have learned skills that benefit all. I see the bottom is moved by improving the ability of those not at the bottom to make it better.

As for Russia. It's who knows what. How stable is it. Knowing a place and who the people are is about decades of time passing. If you have not the history of generations changing hands peacefully, what do you have. Russia and that entire region of nationalism and religious intolerance and poverty and corruption is producing what leaders for tomorrow.

I know there is potential in a missile defense and I or America can see or predict what it means far more than trying to control the petty and jealous of the rest of the world.

It's may not be the end all. But it's a positive step and creates and or maintains America's dominance in areas of technology.

I see it as far more productive than throwing the money to crooks who suck off ther resources of educating children in poor schools. America's own in effect russian mafia.
Just using some extremes.
