My wife lived in the Soviet Union. The country was exhausted and burned out from 90 years of hell and Afghanistan and corruption and poverty.

People in the Soviet Union were concerned with Afghanistan, and for the most part oblivious to the US during the 1980's.

The arrogance of Americans knows almost no bounds. People outside of the US really spend very little time thinking about us.
