I can vouch that Jay listens. I complained to the SEC about JAWS and Jay called me. I turned them on to it and a dozen other similar ones. It seems all they were really interested in at the time was going after the paid touts who didnt disclose they were bought & paid for.
Meanwhile, they "overlooked" the bigger fraud within the company.

Eventually they shut them down, but very slow.
One wonders how much longer it would have been if I hadnt of given them the heads up.

Another scam...RMIL that the SEC halted years ago. Well, the SAME guys are running another sham out of the same offices and the SEC is asleep at the switch.

These guys should be in PRISON and instead they are back defrauding people again.

The message here is CRIME PAYS !
