The volatility indices are inverse to the market. So when the VIX or VXN gives a sell signal, it is interpreted as a buy signal for the market. Additionally, when this happens from a high level, as is the case with the VXN, it can be significantly bullish. The VXN hasn't been around long enough to be tested thought. The VIX is actually in a mid range, which is pretty healthy.
