Creating confrontation so that you can assert your strength may not be a very intelligent thing to do. China has made a lot of progress, and threatening them is likely to reverse the course.

A small beg to differ, JL. Changing the policy on CO2 and backing out of the Kyoto treaty are just two examples of America saying "we're gonna do what we're gonna do and we don't much care what the rest of the world thinks." That's aggressive and confrontational.

That's aggressive and confrontational.Now Bush wants to practically abrogate the ABM treaty that has worked for over 25 years.
