Neo, I live by the golden rule. It's a rule and it not the law of the land. There are no rules for playing the game soccer posted at the link you just posted.

There are no rules in playing the game of soccer. On the page you posted, I see no reference to 17 rules.

Now if one reads rule 7 of the RULES OF THE INTERNATIONAL FOOTBALL ASSOCIATION BOARD

What does one find.

7.Alterations to the Laws of the Game

No alterations shall be made to the Laws of the Game except in the Annual General Meeting of the
Board and then only if agreed by at least three-quarters of those present and entitled to vote.

You see the rule is the governing board can only change the laws of game and has no power to make any rules for playing the game of soccer.
