I think you attribute too much importance to the '93 Act. In any case, no one expected the Republicans to win the Congress. It is not a "tough stand" if the result is unforeseen. Haiti was never a big problem, and, in any case, it was a sop to the Black Caucus. Gays in the military was a simple political debt, which, if he had welched, would have cost him money in the next Presidential election cycle.........
