I would like the basis to be what is fair and equitable to employees when looking at the coverage that we would like to have in private employment, or in a private package we purchase.

There's the beginning of a trend to give employees choice in compensation packages--one from column A and two from column B. I would think coverage like that offered by SF would be appropriate in that context. You could get sex change coverage but you'd have to give up something else.
