It costs a lot of money to fire people (or voluntarily-terminate-with-an-inventive), and a lot of money to hire people. So, companies would not be doing this (and many, many currently are) if they saw an upturn in business in one or two quarters. It doesn't make sense to do it unless management thinks the upturn is how many quarters out? 3? 4? more?
