Haven't you gotten it? The "fiscal mess" was one way to impose discipline on Washington. As long as there was alarmism about the debt, there was pressure to lower deficits. Since there was a limit to public tolerance for tax increases, this imposed a ceiling on spending. Thus, the government was unable to do much mischief.........
