The numbers Gao presented were GDP growth (3%, 2.5%, 2.0%) All three numbers were greater than zero. That means a positive first derivative.

The fact that 2.5% is less than 3% is indicative of a negative second derivative.

Obviously GDP growth will never be allowed to go much beyond 3%, because the Fed will slow it down with higher interest rates. The second derivate will always oscillate in healthy economy.
