Reagan came to Washington in 1981 with an apparent mandate from the voters. The Republicans had just seized control of the White House and the Senate, and had made significant gains in the House.

Even so, he had a tough sell of his radical plan of tax cuts and military spending hikes. It wasn't until after Reagan got shot in April that the Congress went weak kneed and voted for his budget and tax plan.

Look what happened. Receipts immediately dropped by 3% and spending increased by 8%. The country was headed for bankruptcy.

That is why Congress then passed (and Reagan signed) 3 large tax hikes to try bring the budget under control. But it was too late. During the next 12 years of Reagan and Bush the National Debt went from 0.8 trillion to 3.3 trillion dollars.
