Gordon, my belief is that the intent of this law was to stop a goalie from charging the penalty kicker until the time of the kick. Thus lateral movement is not normally interpreted as a violation of the law. The laws of the game are subject to the exclusive interpretation of the ref and his feeling in the spirit and intent of the law.

Laws don't have to have literal interpretation. Think of the 55 mph law. Rules have to followed anally.
