I doubt it. According to technology analysts, AMD is currently way ahead of Intel with regards to both number of new patents issued and technological significance of these patents. This could change at any time, but would have given them a big club to wield during the just concluded negotiations.

I see this as positive news for AMD:

The new deal includes changes to the royalty structure and to AMD's foundry rights, sources said, although neither company would provide further details.

I bet they have renegotiated the 20% foundry restriction (probably for a somewhat higher royalty structure). Since AMD could run out of capacity in 2002, this is very good news IMO.
