Neo, It was not a tough call. It was following the expressed anxieties of Americans as measured in polls. ?????? That makes no sense. Every single Republican voted against it, and they ran a massive PR campaign saying that Clinton had broken his promises wrt taxes. Bob Dole was crying on television that it would lead to recession, and Rush Limbaugh warned of economic collapse if the bill passed.
