Unfortunately, we are not in a position to review the polls. My recollection is different. The Democrats were confident they would prevail, because the increases were concentrated in the upper brackets, and anxiety about the budget was a big issue for Perot voters and some Republicans. Since Democrats would not vote to put Newt in the Speakership, they thought they had a solid case......
