It's time to admit that the 1996 telecom act isn't doing what it was designed to do. Instead of encouraging competition, it has quelled it by discouraging the large investments that are needed. Fix this, and high-tech capital spending will roar ahead. Right now most of us, particularly when we're on the road, are lucky to get more than 50,000 bits of information per second when we plug in our laptops. The technology already exists to give us several million bits per second, and soon billions of bits. Mandated access is a formidable but easily removed barrier.
