Which leads to believe that this IT lack of resources is a bit overplayed. As it was the lack of programmers of the late 70's.

I started my career as line-up engineer working with microwave (MW). The analog sort. You'd need some five years to be a very good one. Since that would be the time it would take for you to encounter all the possible problems.

Digitalization came and the measuring equipment got cleverer and the skills necessary to commission eqt went dramatically down.

Nowadays we have this Mickey Mouse MW which you need only a PC hooked to it to line it up and put it to work. As result we 'carpet bomb' a country with them and hook a whole GSM network. Unthinkable with the old analog stuff.

As a result the less the skills demand for a certain technology the more you can apply it. To take off it needs to be idiot-proof thing to take. Windows, Macintosh...
