Regarding the reference to San Diego's continuing dilemma, since they are part and parcel of the same dog being wagged by its tail, they can expect no help from giving in now to the logic of letting the market do it. Agreed. But why would they want the market to solve their problem? They gave the market a chance and it didn't work....at least not to their liking. If you want wild swings in the price and availability of juice then the market is the way to go. That is the way the market works. Zeuspaul
