AMD also has one of the richest patent portfolios in the industry.

Where are you getting this information? Are you trying to say that the company with more patents is better than another company with fewer patents? If so, I disagree. In IP Law right now, companies are filing for everything. Quantity does not necessarily mean Quality.

The last thing Intel needs is for AMD to become an IP company, and start collecting 10-20% royalties off every Intel CPU.

Most likely this broad IP licensing agreement is royalty free for both companies.
