If you answer yes, then how do you propose to reverse the trend?

Greenspan says we need to spend our way out of it. So tax cuts make sense. Allow the consumer to keep more of his hard earned money so he can spend it on new technologies like HDTV. Choosing to pay down the debt instead is simply the wrong thing to do.
